Toggle debit as payment method

Since debit card fees can no longer be passed to the customer, you should be able to disable it as an allowed payment method, just like ACH and credit on the Customizations > Payment methods page.

Ideally it would allow customer overrides, similar to the ask in “Limit payment method per-customer basis”.
